The Freer
Independent School District has a student uniform policy for all
grades and all campuses. The uniform gives the district a positive
and distinctive identity and reflects the values of the schools and
community. All students are required to wear the uniform each day
except for those days designated as "non-uniform" at the discretion
of the school administrators.
Administrators
will have complete and final judgment on all matters concerning
interpretation of the student uniform code. Matters concerning
appearance and dress not specifically covered in uniform policy
shall be within the discretion of the administration.
The use of
school uniforms is established to improve student self-esteem,
reduce ethnic and racial tensions, bridge socioeconomic differences
among students, and promote positive behavior, thereby enhancing
school safety and improving the learning environment.
Students must
adhere to specified colors and styles. Colors must be within a shade
or hue variation. ( Ex. Navy blue is not acceptable for Royal blue).
Appropriateness of each color shade or hue will be determined by an
administrator.
Style: Collared knit button or
snap polo shirt. Polo shirts with long or short sleeves.
Color: Gold (yellow-gold),
Royal Blue (solid, single colors).

All shirts must be tucked in
during regular school hours
and must stay tucked in when arms are raised.

Freer school logos only (maximum
of 4.5 by 4.5 inches)
– optional.

No visible stripes, checks, or
other designs on shirts, blouses, and turtlenecks.

Thermal type shirts are not
allowed.
Slacks, Shorts (NTE – shorts only)
Style: Pleated or flat front casual slacks
(belted and full-length); walking-style shorts (NTE).
Color: Khaki,
Navy Blue
(solid, single colors) (NTE – Khaki color only)

Slacks must be worn at the waist.
No Low-rise pants.

Belts (black or brown) must be worn
inside belt loops at all times – optional for
Pre-K – K

No sweatpants, wind pants, pants
with drawstrings, warm-ups, or coveralls.

Corduroy and jean (denim) materials
are not allowed.
-
Baggy-style legged slacks are not
allowed.
-
No capri style pants or khaki
jeans.
-
Hem of shorts should fall between
the bottom of knee and no more than 3 inches above the knee (in
both front and back) (NTE).

Soccer or boxer style shorts are
not allowed (except in PE).
-
No cargo or carpenter style pants.
-
No brads or studs on slacks or
shorts.
-
Slit at bottom of slacks must have
finished edges and be no longer than 3 inches.
-
No low-rise pants are acceptable.
Color (shoes): Para-military type boots,
open-toed/open-heeled shoes or sandals, or flip-flops are not
allowed. Shoes must match.
Color
(belts): Brown or Black (Leather-type or woven).

Belts
must be buckled.

No
metal studs or spikes

No
oversized buckles (principal’s discretion)
Color: Windbreakers, fleece, sweater or
sweatshirt-type jackets (full front zipper)
must contain school colors of dark
yellow-gold,
royal blue, or a
combination thereof, (black,
white, or gray may be an outline color).
Freer school logos only (2 inches by 2 inches)
or names
– optional. No other lettering, wording, or other designs.
No pullovers, dusters or trench coats

Spandex, nylon, or stretch-type
materials are not allowed
as outer garments.

Overall pants, overall shorts, and
overall jumpers are not allowed.

Wind shorts/pants, athletic
shorts/pants, sweat shorts/pants are not allowed except in
P.E./Athletics.

Students must comply with district
standards for grooming and accessories.
-
Clothing
items cannot be worn in any way that reflects gang affiliation,
conceals contraband, or creates a distraction.

Undershirts must be one of the
solid approved shirt
colors (Royal
Blue,Yellow-Gold, or White) with no printing or designs.

Proper
foundation garments must be worn.
The District standards for grooming and appearance
for hair, general appearance of clothing, and jewelry and other
accessories are addressed in the “Guidelines That Apply to All
Students.”

In case of
severe financial hardship, parents may contact their child’s school
by phone, mail, or in person to request assistance.

Students shall not wear hats, caps,
or other head coverings inside the building.

Students must wear appropriate
shoes at all times. House shoes, beach shoes, shower shoes, and
the like are not considered to be appropriate.
Jewelry and Other
Accessories
-
Excessive makeup and/or jewelry is
not allowed.
-
All tattoos must be covered and
hidden from view.
Tattoos
on forearms must be covered with long sleeves.

Jewelry used in conjunction with
body piercing (such as nose rings or tongue studs) is prohibited.
-
Boys may not wear earrings, makeup,
or nail polish.
-
Students are not to wear sunshades
or sunglasses in school unless they provide a note from their
physician’s stating the need to do so.

Decorative or distractive contact lenses are prohibited.
(Principal’s discretion)

No chains
on wallets will be allowed.
Administrator(s)
shall have authority to waive the wearing of the student uniform or
Alternative/ Interim Student Dress Code for certain days, parts of
days, special events, or special activities. Students who choose not
to participate in the special days are expected to wear the standard
student uniform.
Guidelines That Apply to
ALL Students

Sideburns may not extend past the
earlobes.

Goatees, beards, mustaches, or
facial hair are prohibited (must be clean shaven).

Boys’ hair may not extend past
the top of the collar of the shirt, or below the
eyebrows. Hair must be cut or tapered around the ears and
back.

Boys may
not have ponytails, pigtails, rattails, braids, dredlocks or
mohawks.
-
No
student may have dredlocks, mohawks, rattails or razorcut designs
in hair or eyebrows.
-
Unnatural hair coloring such as
green, purple, etc. is prohibited.
In case of severe financial hardship, parents may
contact their child’s school by phone, mail, or in person to request
assistance when financially unable to purchase the standard student
uniform. Special note—having a child on the free-reduced lunch
program does not automatically qualify the family for assistance.
Administrators will have complete and final judgment
on all matters concerning interpretation of the dress code. Matters
concerning appearance and dress not specifically covered above shall
be within the discretion of the administration.
District
Administration, under the guidance of the superintendent, or a
designated committee shall maintain the right to make
recommendations to the Board based on evaluation results or
perceived needs for change.
Opt-Out Provision for Currently Enrolled Students
The following
procedure shall be followed if the parent or guardian desires to
exempt his/her child who is currently enrolled in Freer I. S. D.
from the uniform policy in accordance with Board Policy FNCA
(Local).
Request by mail or in person a
“Request for Exemption from the Student Uniform Requirement” and
“Questions to Determine Bonafide Religious and/or Philosophical
Uniform Objections” forms. These documents can be obtained at the
student’s school site.
The “Request for Exemption from the Student Uniform
Requirement” and “Questions to Determine Bonafide Religion and/or
Philosophical Uniform Objections” forms must be completed and
submitted to the campus administration at the student’s school by
the last day of instruction of each school calendar year.
Meet with the designated administrator to discuss the
uniform policy and the nature of the objections to the policy. The
purposes of this meeting include:
ensuring parental understanding of the reasons for
and goals of the uniform policy,
verifying the accuracy of the information on the
application,
preventing fraud and misrepresentation.
Meet with a designated district administrator to
discuss the nature of the parental objection(s) to the policy.
Opt-outs are granted for the current school calendar
year only and must be applied for annually.
Students who are denied an opt-out exemption will
have fourteen (14) calendar days from the date of ruling to come
into compliance.
Extracurricular Activities Dress Code
With respect to
any extracurricular activities, the Administrator, in conjunction
with the sponsor, coach, or other person in charge of such activity,
may regulate the dress and grooming of participating students.
Such regulation
may include denying the student permission to participate in the
extracurricular activity or to go to on extracurricular trips.
